Watch the closest pair
The tightest spot on this board is rows 3 and 4: their cats sit just 2 columns apart (columns 5 and 7). This is exactly where the "no two cats touch, even diagonally" rule is easiest to break — keep one square of clearance on every side.
Leave the biggest region for last
